The French Specialised Periodical Publishers Federation


FNPS, the French Specialised Periodical Publishers Federation groups about 900 publishers. In all it represents more than 1,400 periodical publications, most of them in the business to business magazine publishing sector.

FNPS is the trade organisation for the French business press and specialist consumer magazines. It groups 7 press associations and 4 of those represent the different sectors of the business press :

SNPM : the medical press,

SNPAR : farming and agriculture,

SPEJP : law, finance, and management,

and SP PRO : trade and industry.

FNPS was founded in 1974

 

FNPS’s activity pursues two main goals :

defining common objectives, making suggestions and thus better protect the interests of the French Specialised Periodical Publishers ;
being an interface with national, international and EU bodies, and with other players in the Press segment ;

FNPS works in liaison with numerous partners :

Institutional partners : Ministry of Research, Ministry of Culture,The Media developpement department (MDD)..
French organization :OJD, ADBS, ACSEL, CFC,CPPAP,GESTE,Internet +, GFII, BVP, AUDIENS, Mediafor, MLP, NMPP........
International associations such as FAEP, FIPP.

The FNPS provides an opportunity for its members to meet, discuss and exchange points of view on the legal, technical and economic aspects of the sector.

It follows and analyzes theSpecialised Periodical Publishers market in France and Europe, the emergent tendencies, the last technological innovations, the evolution of the legislation, jurisprudence, principal events of the sector...

The FNPS is involved in promoting members companies by organizing common operations. It also encourages meetings with professionals from other sectors.

VAT levels on print and e-subscriptions vary within the European Union. In France, VAT is at 19.6% on
e-subscriptions where as print subscriptions are taxed at 2.1%.

Those institutions which are not able to
recover VAT (public sector and certain companies) find this high level of taxation a drain on their
budgets and say that it is one reason for the slow development of the market.

 


FNPS supports the means of payment on line: Internet +

Kiosk Internet + is a mode of purchase and invoicing simple and common to all the ISP proposed to their 21 million french subscribers.


Kiosk Internet + it is the engagement of all the actors of the market (ISP, professional organizations ACSEL, GESTE, GFII, FNPS) around: a common ergonomics of purchase in 2 clicks a charter of confidence Internet +, one equitable economic model, to support the development of the services in line (digital component, data bases, plays, small advertisements, etc...) of quality in the respect of the intellectual property.

 


 

E-journal subscription specificity

Transition from print to electronic has been costly for publishers; material investments, digitising
archives, defining / redefining procedures etc.

The electronic content market does not yet have a general set of standard practices. In France there are
over 3600 journal titles of varying sizes.

Some publishers propose electronic content through subscription agents’ catalogues while others wish
to deal directly with their clients.

E-journals initially were considered as a value added service to print subscriptions and the cost was calculated on
this basis, this cost model is in the process of changing.

For exemple, with the creation of university consortia (e.g. Courperin) publishers now propose double rates, consortia
special rates and other normal rates.


The National Library of France isn’t happy with Google Library Project :Mr. Jeanneney, director of France's first library, was received in the buildings of SPEJP on last 26 May

A new project, Google Print, aims to make 15 millions English-language books available on the Internet. Mr. Jeanneney said to the publishers he worries that the project could prove dangerous if the American search site goes it alone. He wants Europe to launch its own Google-like project. "I don’t want a French answer, I want a European answer," "I want a collaboration of the main libraries, universities and cultural establishments all over Europe, " he said.
